If would like to know if source maps count towards some quotas. If yes, what are the limits in terms of how much MB/GB of source maps we can upload?

There is no current limit for that, you can upload as many source maps in your project as you need, without an additional price. Without source maps, error events are unreadable so it is considered a necessity in the application.
