Is it possible to configure alerts for:
app start - cold/warm starts
screen load measurements - Time to Initial Display and Time to Full Display
I can display these metrics in Dashboards using widgets, but I am not sure how to configure an alert for them.

Yes, you can create Metric monitors for these metrics and use them in your alerts.
Go to Monitors -> Create Monitor -> Metric and configure your Metric Monitor to measure span duration where span.op is app.start.cold or the relevant equivalent.

Don't forget to create an Alert that will pick up the issues created by this monitor.
