I've added Seer to my repository, however, commenting @sentry review to my PR does nothing.

Aside from adding Seer to your GitHub (or other) repo, you will also need to associate that repository to Seer from your Sentry project settings. To do that, please go to your Project Settings > Seer > Working Repositories > Add Repos, and add your repository there.
