I want to know why I can’t turn Spend Allocation back on after I disabled it.

Spend Allocation is an Enterprise feature. It’s no longer available to enable on Business. If your org had it on Business and you turned it off, you can’t re-enable it in Settings.
On Enterprise, you can turn it back on under Settings → Spend Allocations if you’re a Manager, Billing user, or Owner. See Spend Allocation.
Spend Allocation covers reserved errors and attachments. It doesn’t allocate spans, and performance-unit allocations don’t carry over.
