For billing cycle resets and invoicing, what time zone does that refer to?

Quota resets/invoicing uses UTC as the time zone but it doesn't rollover right at 00:01 UTC.

Most of the time invoicing is done within a few hours of the start of the new day (00:01 UTC), and is typically completed by 5 am UTC.
