I want to trigger alerts in Sentry only for a specific deployment environment (e.g., production vs staging). and I'd like to know where to configure that.

From your Sentry project, go to Alerts in the left-hand sidebar. Select Issue Alerts, then<b> c</b>lick Create Alert Rule, or open an existing alert to edit it. When prompted, select Issue Alert. At the top, you can find the environment selector:
