Some members of my organization are receiving alerts from a certain alert rule, but I cannot find it when I visit the Alerts tab.

The alerts page, by default, only shows alerts from the teams you are a member of and the alerts not associated with any team. 

To see all alerts, select "All Projects" or the desired project from the projects drop-down menu in the top left corner of the page.
